The Ministry of Roads and Highways has issued a clarification to allay public concerns, referring to the recent controversy over the appointment of a deputy director general.
In a statement released on Friday, the ministry acknowledged that concerns have been raised by various stakeholders regarding the process leading to the appointment. According to the statement, the appointment was made in accordance with all established legal and procedural standards to ensure fairness and transparency.
Background to the disagreement
The controversy began when some members of public and civil society organisations questioned the legality of the appointment. Critics argued that the process was not comprehensive and did not comply with the regulations of civil servants who managed such appointments.
The ministry explained that the former Chief Director had retired in November and had created an empty seat that needed urgent attention. To avoid administrative defects, the ministry operated in accordance with Article 195 of the 1992 Constitution, which empowered the President to appoint civil servants.
Clarification of the selection process
The press release emphasized that the appointees were selected on the basis of merit, professional ability and seniority. “The individual has over 20 years of experience in public administration and a proven track record of delivering results,” the statement said.
