Ministry of Roads and Highways clarifies controversial appointment of acting Chief Director

The Ministry of Roads and Highways has issued a clarification to allay public concerns, referring to the recent controversy over the appointment of a deputy director general.

In a statement released on Friday, the ministry acknowledged that concerns have been raised by various stakeholders regarding the process leading to the appointment. According to the statement, the appointment was made in accordance with all established legal and procedural standards to ensure fairness and transparency.

Background to the disagreement

The controversy began when some members of public and civil society organisations questioned the legality of the appointment. Critics argued that the process was not comprehensive and did not comply with the regulations of civil servants who managed such appointments.

The ministry explained that the former Chief Director had retired in November and had created an empty seat that needed urgent attention. To avoid administrative defects, the ministry operated in accordance with Article 195 of the 1992 Constitution, which empowered the President to appoint civil servants.

Clarification of the selection process

The press release emphasized that the appointees were selected on the basis of merit, professional ability and seniority. “The individual has over 20 years of experience in public administration and a proven track record of delivering results,” the statement said.

The ministry also said consultations had been held with key stakeholders, including the Public Service Commission (PSC) and the Office of the Civil Service Commissioner. The nomination was also reviewed by the relevant authorities before final approval.

Stakeholder reactions

The ministry’s clarification received mixed reactions. Some officials expressed satisfaction and praised the ministry’s efforts to be transparent, but others remain skeptical and are calling for an independent review of the appointment process.

A senior official in the Ministry, who spoke on condition of anonymity, stated, “The Ministry is committed to upholding the highest standards of integrity. We encourage stakeholders to seek clarity directly from us instead of relying on speculations.”

The Way Forward

The Ministry assured the public that it remains committed to its mandate of delivering quality road infrastructure while adhering to governance principles. He also called on critics to engage in constructive dialogue to strengthen mutual understanding and cooperation.

As the Acting Chief Director assumes office, the Ministry urged all stakeholders to offer their full cooperation to ensure the continuity of his operations. The Ministry of Roads reiterated its prioritization of professionalism and efficiency, stressing that it will continue to focus on national development and not internal conflicts.
